. This bill would make a few changes to the program, including allowing borrowers to receive partial forgiveness after five years rather than wait for ten years as the current PSLF program requires.
For borrowers not already in the PSLF program, Biden wants to create a new, simpler program. Biden’s PSLF plan would provide $10,000 in student debt relief for every year of public service, up to five years. Borrowers working in schools, non-profits, and government would automatically be enrolled and individuals could receive credit for prior service.
Biden would make income-based repayment more generous. Borrowers earning $25,000 or less would not have to make any payments and interest would not accrue for them. The plan would raise the discretionary income threshold to $25,000 for all, which on its own would save all borrowers almost $50 per month.
But that isn’t all. Biden also proposed to slice the percentage of discretionary income paid in half to 5%. That means a borrower earning $40,000 would see their monthly payment go from about $174 to about $63 — a savings of more than $1,300 annually. Biden’s plan would also provide loan forgiveness after 20 years, and he says he would change tax law so it isn’t treated as income.
