The dead body of Silverio Caesar, a native of Bayawan City, was found on his bed by his boardmate, Al James Ernie Marcelo, a police report said.
Marcelo, who reported the incident to the police after noontime, said that when he arrived at the boarding house, he noticed foul odor coming from the room.Police Lieutenant Colonel Wilfredo Alarcon, officer-in-charge of the Dumaguete City Police Office, said that based on the initial investigation, there were no signs of foul play.
