Friday marks three weeks since 17-year-old Amarr Murphy-Paine was shot and killed at Garfield High School.

Police have not announced any arrests in the case, and interim Seattle police chief Sue Rahr revealed this week that investigators have not been able to question some of the witnesses to the shooting.

“There is a relevant state law on point that is designed with the well intent to prevent minors from being interviewed without relevant representation ... the net result is some families, including the family of Mobarak Adam, aren’t getting the answers they need and deserve,' Saka said in a council briefing in March.

A 2023 audit by the Office of the Inspector General found the Seattle police had 'broad non-compliance' with the requirement to provide youth with legal representation before questioning. "As you note, whether or not the laws are triggered depends on two factors: whether a juvenile is 'in custody' and whether the questions posed by law enforcement is 'could' produce an incriminating response. If the answer to both these questions is 'yes,' the onus is on officers to provide the juvenile access to counsel before the juvenile responds," Maxey wrote in the department's response.
