The FNSB School District recently participated in a predetermination hearing with IAP, according to Burgess, to challenge the data Alaska’s Department of Education and Early Development submitted for the test. “When correspondence are included in the calculations, the state fails the disparity test, which means that they would not be able to hold back 90 percent of the impact aid, which they are currently doing,” Burgess said to the assembly.
“When determining State aid entitlements to school districts, States are generally prohibited from taking into consideration Impact Aid payments,” an IAP background statement reads. If a state can show its statute equalizes per-student school funding across districts, then the state can reduce its payment to districts in proportion to the federal aid that district receives.
