because of"chronically low achievement” last week, many people’s attention has been fixed on the agency's complicated school rating system.

The A-F rating system, which was paused during the 2020 and 2021 school years due to the pandemic, was reinstated for the 2022 school year whenwas signed into law in September 2021. The system is used by TEA to evaluate school performance based on a range of factors, including student achievement, progress, and growth. Schools that consistently receive failing ratings risk state intervention.

SB 1365 gave the education commissioner the power to appoint a board of managers if a campus has five consecutive years of unacceptable performance. However, the way the state calculates whether a school meets that five year threshold – including rules about what scores do and do not count – is complicated and can obscure how campuses are actually performing from year to year.

For example, under SB 1365, in years where a campus is not given a rating by TEA – such as during the pandemic and in 2018 when Houston schools were exempt from rating in the aftermath of Hurricane Harvey – that year does not constitute a break in a streak of unacceptable ratings.

To show how each campus has performed year to year, the Houston Chronicle created a database that standardizes the ratings data from TEA since 2014 into simpler “pass” and “fail” categories.
