Don't consider just do it already.
Just ban the friggen things from school. If there's any family emergencies ring the school like generations before did. But webcams in classrooms would be good. They'd let the parents log in and see what the kids are being taught.

Just get students to turn off their phones instead of some oppressive almost n*zi manipulation of a personal device?
I suppose it will only effect the school children will it? What about the mum's and dads in the car out the front, or the old lady across the road? If schools disciplined their kids like our generation, they wouldn't use them in school, or face punishment like the strap.
Here's a suggestion, you can just ask the students to switch off their phones before they start their classes.
