This can be solved by placing two adults on each bus. One to drive another to maintain control. Also video to be used as evidence when a student is up for a discipline hearing

Not to mention you have to get a CDL with a passenger endorsement, which can be difficult, and then you have to put up with badass kids when you could be using that CDL for a much better job with much better pay. Economy has dick to do with it.
