To further assist schools amid the COVID-19 pandemic, the Department of Education (DepEd), together with the Department of Interior and Local Government (DILG) and Department of Budget and Management (DBM), released a joint circular that widened the use of the Special Education Fund (SEF) in aid of

DepEd, DILG, and DBM released Joint Circular No. 2, Series of 2020 to ensure that the use of the SEF will be maximized this school year, especially in addressing the needs under the distance learning setup.

The SEF can be used to purchase external storage devices such as flash drives, hard drives, and communication expenses since these can also be subsidized by the fund. DepEd also said that the procurement of personal protective equipment and medical needs such as facemasks, face shields, hand gloves, surgical caps, hats, eye goggles, thermal scanners, vaccines, vitamins and minerals, hand sanitizers, alcohol, and disinfectants can also be subsidized by the SEF.
