Universities have been struggling to demonstrate the revenue downturns required to access the JobKeeper wage subsidy and the government has moved multiple times to amend and clarify the conditions to prevent universities from getting the payments.. Education Minister Dan Tehan has also noted universities are looking at low-interest loans from banks and state governments and pointed to ongoing negotiations between universities and the National Tertiary Education Union over cost-cutting.
