Illegal recruiter can be charged with estafa

My high school classmate who pretended to own a recruitment agency offered me a job in Korea. She asked me to pay an initial amount of P10,000 in January 2019. After one week, she told me to pay her P50,000 so that she could start processing my visa, passport and employment contract. After four meetings, I never received any update from her. I called her several times and begged her to return my money since I have to pay for the medicine of my daughter, but she never listened to me.

Further, your classmate defrauded you into believing that she had the authority and capability to send you for overseas employment in Korea despite her not being licensed by the Philippine Overseas Employment Administration to recruit workers for overseas employment.
