Naruto fully tames Kurama by seventeen, only after years of turmoil and near-misses, including Kurama taking over his body, such as during the Pain's Assault Arc and as early as the Land of Waves Arc. A major factor to Himawari's advantages is that Kurama is willing to help her directly.
