The moment is creating controversy and speculation about the man, identified as Matthew Eddy, and his motives, as it appears, he pushes Baraboo Superintendent Rainey Briggs right before Briggs is able to shake Eddy's daughter's hand.Some online are calling the behavior racist, as Briggs is Black and Eddy is white.
