Some educators believe that as more children flock into the French immersion program, an inequity in the system has emerged, where certain students are left behind in the English-language program

This translation has been automatically generated and has not been verified for accuracy. As parents increasingly choose French immersion, new data from one Ontario school board show that the program is creating a two-tiered system, with new Canadians, children from low-income families and students with special needs overrepresented in English-program elementary schools.

Ottawa is a special case because of its large bilingual population, making families more inclined to enroll their children in French immersion. But the data on the board’s French immersion and English programs provide a glimpse into what educators say is happening in many boards across the country. “A lot of people have preconceived notions of what kinds of students the [French immersion] program is for and those notions have not been supported by the research evidence,” she said, adding that students with special needs and those from low-income backgrounds can be successful with proper supports.

The report found that in the 2016-17 academic year, English-only schools had “a high proportion of the student body who reside in lower-income neighborhoods.” Further, English-only schools had more special-education classes: Of the 15 English-only schools, six had such special-ed classes, compared with only one out of 14 French-immersion only schools.

Trustees were to discuss the report at a meeting on Tuesday night, but it was deferred to a later date.

Another student who would flourish in the program could be in that class doing very well. Not this simple. There should be an inventory for the Kg kids coming into Gr. 1 to determine their suitability for the F. I . program. Get rid of the lottery system, which is just a joke.

I'm not an elitist teacher but kids who do not have strength in languages should not be in F.I. Why leave them struggling for years in the program to their detriment and to the detriment of the teacher and the other students.

Good thing for this new report highlighting what parents have known for at least 21 years when I first went into french immersion

Catholic school system not creating inequity and two tier system? Please address the core issues I.e. advocate for 1 school system and FI for all with option to opt out.

Why aren't all schools in Canada French Immersion? I heard of one program in Quebec (English immersion) where the immersion program lasts until grade three then the second language is taught as a subject from that point forward. Works well.

No more French Speak English of get out

It's already differentiated by the math courses, the trades courses, the advanced placement courses, etc. Btw I have never met a single immersion student who actually came out competent with the language and happy to know it.
