The proposed merger of Universiti Sultan Zainal Abidin with Universiti Malaysia Terengganu is a welcome development that will hopefully signal the start of a long-awaited structural reform of higher education which will benefit all universities in Malaysia.
This will improve quality overall and allow higher education institutions to expand sustainably and create a better learning and research environment to prepare for the challenges of the fourth industrial revolution. This is a huge problem because private universities account for around half of the students and faculties and take up 60% of loan funds from the National Higher Education Fund Corporation, which is a huge burden to the system and students alike.
This process should not be in only one direction, since some private universities might well be in a position to absorb public educational institutios too, particularly smaller public colleges and polytechnics, technical and vocational education and training centres, and even research institutions in shared areas of expertise.
