In particular, student-activists of Samahan ng Progresibong Kabataan strongly opposed the recent drug testing conducted among students of Polytechnic University of the Philippines . For the group, policy makers and implementers may be held “accountable” for the possible “excesses and atrocities” committed during and after the tests.
“The government must immediately cease promoting a discriminatory, stigmatizing and skewed approach to solving the drug problem,” said SPARK Spokesperson Shara Mae Landicho. “This, on top of their bloodied credentials and their present fixation to intrude in campus affairs,” she added. Thakur added that the mandatory drug testing, enforced through the CHED memorandum no. 18 series of 2018 issued by CHED Chairman Prospero De Vera III, “only legitimizes such police operations in campuses and threaten institutions that should always exhibit academic freedom.”
The group likewise called on the parents of PUP students – and other higher academic institutions – to “add their voices” to the opposition to the mandatory drug tests policy. De Vera said noted that the government recognized the complimentary roles of public and private HEIs and “shall exercise reasonable supervision and regulation thereof.” Given this, CHED enjoined all HEIs to “include in their student’s handbook the conduct of mandatory random drug testing, with notice from parents.”
