The region purchased the site from the DDSB and took possession of it back in January 2022. It came after council endorsed a Master Housing Strategy in November 2020, which included a component to identify development opportunities, incentives and partnerships to increase the supply of affordable, community, supportive and transitional housing projects across Durham. The strategy also includes a commitment to review public lands and their potential social and community benefits.

Child care, educational, training or recreational programs, as well as services for youth and sole-caregiver familiesCouncil ended up approving a Request for Expression of Interest, which will gauge developer interest in the development and property management of the first phase of the project. The Request for Expression of Interest will be shared publicly.

The Development Principles were also created, which will guide exactly how the site should be developed. Among them are affordable housing creation, urban design, public open space, phasing, placemaking, heritage preservation – as it is a heritage site – and climate resiliency.
