State school teacher Arthur Henry Eaton was convicted in 1996 of 25 counts of indecently assaulting nine boys at Warrnambool West Primary and Derinya Primary in Frankston South.A department spokesperson said it has received the claims for the survivors and would not comment further while civil legal action was underway.
At the time of Eaton's arrest, and despite the existence of the abuse allegations, he was due to be honoured with the Victorian teacher of the year award. "We can see from the cases of our clients that there have been repeated failures on the part of the department and its staff to identify risks, to mitigate those risks, to support the students who had been offended against and to protect other children at the school from the abuser.
"Prior to the abuse of our client in 1991 and 1992, we understand Eaton had already moved between various schools. Given we know how prolific his abuse of children was, such movements are very concerning."In response to detailed questions from ABC Investigations about the Eaton case, the Victorian Department of Education provided a statement."These claims relate to abuse between 1991-1996 when Eaton worked at Warrnambool West Primary School and Derinya Primary School.
ABC Investigations revealed the system by which the department's district inspectors knowingly shuffled paedophilethat the movement of abusers was a "mechanism" used by inspectors in lieu of the department developing policies for the handling of child sexual abuse complaints.
