The university said it will avoid statements on public issues and current events after facing backlash for its response to the Oct. 7 Hamas attack on Israel.

Among the conclusions in a three-page report by the Institutional Voice Working Group, made up of eight faculty members: “The university is not a government, tasked with engaging the full range of foreign and domestic policy issues, and its leaders are not, and must not be, selected for their personal political beliefs.” The principles, the report said, should apply to university leaders as well as heads of departments and faculty councils.

The approach means that Harvard will no longer issue statements such as its condemnation of Russia’s invasion of Ukraine in 2022 - when the university said it would continue “to speak against cruelty.” But the Ivy League institution and its leadership struggled over responses toHarvard’s leadership was initially criticized for what conservative critics described as its slow response to Hamas’s October attack, in which about 1,200 people were killed and some 250 others taken hostage.
