A scary scene outside of Franklin High School last week is prompting renewed calls for heightened security.

Several elected leaders from the City of Rochester say children engaging in car thefts and reckless driving in the community is an issue that needs to be addressed.Police taking action following reckless driving incidents involving teens in stolen cars

"We know that we can't legislate behavior, but we certainly can legislate consequences and legislate resources," Democratic Rochester City Council President Miguel Melendez said. Democratic Rochester City Councilmember Michael Patterson commends the Rochester City School District, Rochester Police Department, and Monroe County government for taking action, but thinks the response needs to be taken up another level.

Rochester City School District Commissioner Jacqueline Griffin says those young people causing these problems need activities.
