Converted airports, refurbished nursing homes, caravans, sheds and school camps aren't considered suitable housing options. But they're all in the mix as workers struggle to find a place to live near their workplace that they can afford.

"It's a really complex challenge," says Lyndsey Jackman, the general manager of Mount Hotham Alpine Resort.

"The public housing programs we have these days are focused on lowest end of the market: those most vulnerable, those lowest income, real disadvantage and disability," Mr Fotheringham says. When completed, Sorrento Lodge will provide rooms for nearly 80 workers in the popular seaside town outside of Melbourne.Residents groups went to court with objections over the project, but once completed, half of the 76 rooms will be used by hotel staff, with the rest available to local businesses. Cafes on the Mornington Peninsula rely on recruiting more staff to keep up with higher demand in peak season.
