The school year in Darwin started just over four weeks ago and already eight-year-old Stewart Peters has been suspended for nine days.

Darwin Community Legal Centre NDIS appeals project worker David McGinlay said the case had raised serious concerns on the accessibility of the scheme for children with mental illness and complex behavioural disorders."My general feedback from the NDIS is that there is no one in Australia that has been accepted onto the NDIA [National Disability Insurance Agency] scheme with ADHD.

Top End paediatrician Dr Paul Bauert, who has worked in the Territory for over 35 years, said that the NDIS roll-out had improved considerably over the past year but still had issues with determining support packages for childhood cognitive disorders. "There are some cases where they really will need help for the rest of their lives, those who are less severely affected may need short-term or sometimes medium-term involvement.Dr Bauert said to put all cases of complex behavioural disorders under the same funding allocation was not appropriate.

Make it a law that no goverment service provider can refuse to assist a person without being able to refer them to a demonstrably more appropriate service. That the system has cracks is entirely the result of a lack of compassion & dedication to problem solving by public servants
