BREAKING: Subject-based banding will replace streaming in secondary schools from 2024; common national examination to replace N, O-levels from 2027

SINGAPORE: The Ministry of Education will implement full subject-based banding in secondary schools by 2024, Minister for Education Ong Ye Kung announced on Tuesday . This will replace the existing system of streaming students into the Express, Normal or Normal streams based on their PSLE results.

“More importantly, entering a stream that is considered ‘lower’ can carry a certain stigma or be self-limiting,” he added. “Students can develop a mindset where they tell themselves, ‘I am only a Normal stream student, so this is as good as I can be.’ It becomes self-fulfilling.”According to MOE, about 60 per cent of Secondary 1 students in the Normal stream, and 40 per cent of students in the Normal stream took subjects at a higher level.

Students entering Secondary 1 in 2024 – corresponding to this year’s Primary 2 cohort - will be the first full batch of students to go through the new system. Full SBB will allow lower secondary school students to study more subjects at a higher level – not just English, Mother Tongue Language, Maths and Science, but also others, such as Geography, History, and Literature, Mr Ong said.

Mr Ong said that this will reflect the reality of full SBB as a more flexible, single course. Singapore and Cambridge, he said, will co-brand this new certificate, as both are “strong international brand names in education”, which will “enhance the recognition and value of the certificate.”

You mean no more Normal, Express stream

👍👍👍

Common national examination? I hope those 6 year courses take these too cause these top SAP schools won't find this new scheme any reason to bring in students with average PSLE results.

Why 2024? CAN implement next year 2020 whn all taxes and fees increase can be done in a mth from. Announcement. Why not eradication of streaming which all singaporeans have been lobbying agst for yrs.

I love this! Finally great news and bold moves for the education sector! Every learner is important, no one should be labeled or stigmatised by their streams. Kudos MOE!

How about us 05 liner why cant you canel it now!!!

It’s good to finally know that everyone will be in one classroom. On a side note, I love that quote; “Each fish negotiating its own journey.“

The courage to change outdated and flawed system is important to our society and next generation. It takes a wise, courageous and sensible person to do it and do it without bias for our nation
