However a group which represents councils has warned of one loophole where schools could lose out on funding if the most recent annual building surveys did not mention the existence of RAAC. It said the same would apply to establishments not run by the council, such as voluntary aided schools and those controlled by academy trusts.
He explained that annual surveys would not necessarily have detected the risks from the sub-standard concrete structures, and that unless the reports mentioned an existing issue, the Government could refuse funding for repairs. “It’s suspected that only in very unique circumstances will DfE offer to contribute to a RAAC replacement fund, or there may be some gesture to give the impression they are paying for it.”
