As several colleges — including New Jersey City University — struggle to stay out of the red, a new law gives the state the power to intervene before things get 'catastrophic,' officials said.

The new law requires colleges to submit fiscal monitoring reports to the state and empowers the state Secretary of Higher Education to audit the schools’ finance and governance operations.
