The bill was examined at committee stage and was returned to the House with no amendments, but some changes were made at the report stage on 20 and 21 May 2013, including that chaplains would not contravene anti-discrimination legislation by refusing to conduct same-sex marriages.The bill then proceeded to the House of Lords where, despite an effort to stop it in its tracks, it was passed by a vote of almost 3-1.
