Ryan Kelly, of West Milford, claims in court papers he has applied for 47 positions since 2009 and the district selected him for interviews only three times. “At some point, an individual with an administrative level position told Mr. Kelly that he was going to have a hard time getting promoted because he did not represent the community words to that effect,” the suit says.who claims he applied for 45 administrative positions since he was hired in the district in 2016 and has only been interviewed once and did not get the job. Franco is also white.

Kelly has been employed by the district since 2000, when he was hired as a fifth-grade science teacher. Since then, Kelly has taught grades 4-8, primarily as a science teacher.
