That study, which confirmed Cohn’s own findings, led CHES to investigate new ways to make the monument more accessible to tourists and students. “The information on the monument is not sufficient and not clear,” said Cohn.

The drive to build a national Holocaust monument in Ottawa was spearheaded by an 18-year-old student at the University of Ottawa, Laura Grosman, in 2007. Appalled by Canada’s lack of recognition for Holocaust victims, she lobbied federal politicians to enact legislation to build one. A private member’s bill introduced by Conservative Tim Uppal, a Sikh from Edmonton, became law in March 2011, and three years later, a design was approved.

Jewish Federation of Ottawa CEO Andrea Freedman has pointed to the monument’s repeated desecration as evidence of the need for more Holocaust education in Canada.
