A former Central Dauphin School District board member estimates the district spent more than $200k arguing it should keep the video of a confrontation between a student and parent from the public.

After seven years of litigation that cost hundreds of thousands of taxpayer dollars, the Central Dauphin School District has released a heavily redacted video of a confrontation between a parent and a student on a school bus.

In early 2016, Rawls was accused of harassment for grabbing the girl’s wrist, but District Judge Dominic Pelino, saying he concluded Rawls had no intent to harass or harm the player when she grabbed the girl’s arm. As a consequence, most of the video is blurred out and it is difficult to discern specific actions that occurred on the bus, although it does capture audio of the incident.

“The most outrageous aspect of the case is that the administration withheld information from school board directors,” Epstein said earlier this year. “To obtain this information, I had to file Right-to-Know requests. It’s disappointing and not the way it is supposed to work.”
