Four years ago, President Ramaphosa said he'd trim his Cabinet. Fast forward to 2023, and it has ballooned. The President reshuffled his Cabinet last week, adding two new portfolios and more Deputy Ministers. Governance expert Alex van den Heever spoke to eNCA.
