Antiquated attendance-based system means state's school districts miss out on funding for...

As a rough estimate, Texas public schools get about $10,000 in per-student funding from the state, the nonprofit education group Raise Your Hand has estimated, so those students translate to several billion dollars. The bills filed so far this year have not yet received cost estimates from the Legislative Budget Board, which will happen later in the session.

Nichols added that his view was “kind of shifting a little bit” in favor of enrollment-based funding because schools can only do so much to compel students to show up.77% of Texas teachers are seriously considering quitting as morale plummets, new poll shows The proposal, House Bill 100, would also increase basic per-student funding, teacher pay and transportation funding.but it would for students from low-income families, for those still learning English, for smaller and mid-size schools and for some other programs.

For years, public education advocates like Villenueva have criticized the attendance-based system by saying schools must hire teachers and acquire facilities to teach 100 percent of students, and those costs don’t go away even when some kids don’t show up at school. Meanwhile, Texas schools are struggling financially at the moment, grappling with teacher shortages. Teachers are paid thousands less in the state than the national average.
