Mayor Sylvester Turner expects the state will soon take over Houston ISD

How did HISD prompt a state takeover? The wrong people were elected and issues were greatly ignored. That's how.

Ok, but what does this MEAN or entail? And why are these issues only the TEA can solve? And why does it just seem like it's some political, punitive, top-down, arm-twist? Feels opaque - can't quite figure out who is involved or what it's really about.
