Some 84% of the more than 244,000 account holders in Pennsylvania's 529 programs live in the state's 19 urban counties.

Rural Pennsylvania families are setting aside less money in the state’s post-secondary education savings accounts for their children’s future than those living in urban areas, according to a study released on Monday.’s analysis found 84% of the more than 244,000 beneficiaries of Pennsylvania’s 529 accounts as of March 2022 lived in urban counties. The center designates counties with at least 291 people per square mile as urban.

In southcentral Pennsylvania, the study found Cumberland County had 30.4 beneficiaries per 1,000 residents; Dauphin County, 20 beneficiaries per 1,000; Perry County had 14.5 per 1,000, York County with 17.4 per 1,000; and Lebanon County with 14.3 per 1,000 residents “This report shows that we’re doing the right thing by increasing our outreach to our rural counties, which are all too often forgotten in Harrisburg,” said Garrity, a lifelong resident of Bradford County, one of the state’s more rural counties.

“Every place that we go is we have jobs but we don’t have people trained to fill those jobs and that is a major concern of mine,” Yaw said. The good news in the report, Kopko said, is that contributions to 529 accounts increased over that 2018 through March 2022 time period even after accounting for inflation but again, the rate of increase was sharper in urban areas than in rural ones.has helped increase participation in the 529 programs overall as well as in nearly all rural counties as well as among low-income families.
