The pandemic forced poor countries to grapple with delivering education remotely. Now they must focus on a more fundamental issue: improving its quality

by months or even years. In many poor countries, however, the learning losses have been muted. That reflects failure rather than success. In these countries the quality of education is so bad that being out of school barely matters.

Greater access to schools, especially for women, is a remarkable achievement. The problem is that quality is not keeping up. The researchers measured the ability to read one sentence, among women who have completed five years of schooling, as a proxy for the quality of their education. In 56 countries literacy rates decreased among women born in the 1960s compared with those born in the 1990s. Countries in South Asia and sub-Saharan Africa experienced the biggest declines.
