Stealing implies intention. She did not scheme to defraud NSFAS, their incompetence resulted in money being deposited into her account. Only human to spend it. Has anyone at NSFAS been been held accountable
She didn't steal R14M she spend R800000 of that 14 million rand that the actual thief or thieves deposited into her account.
