The Minister for Further and Higher Education has said it is important that clarity on the reopening of indoor hospitality is given as soon as possible and that he expects the Cabinet to make a decision tomorrow

He said that he believes the only thing worse than telling a business it cannot reopen would be to allow reopening for a short period of time before "getting into a spiral of stop and start".
