With the Coalition facing increasing pressure to reopen international borders, the scheme could see overseas university students return to the country as the government seeks to establish a number of travel bubbles with Singapore, Japan and South Korea touted as possible destinations.

How does a vaccinated person pose no risk? It's not an inoculation.
Of course there is still as risk, but as long as they isolate for two weeks. The vaccine doesn't mean they can't get it.

That’s a good idea...but first issue visa to immediate family members like spouse...secondly for example if xyz person has taken vaccine as he catches covid though after taking vaccine its not that serious but what he /she is asymptotic

Only problem with that is… the govt dictates who can get vaccinated. Eg, my 21 yo daughter is due to travel to NZ next week, and is naturally a little nervous about Jacinda letting her in. If she could get vaccinated, she would. But can’t.
