MORNING BRIEFING: The Nationals have preselected a local construction manager, David Layzell, to run as the party's candidate in the Upper Hunter by-election, while the NSW Department of Education has cleared a south Sydney school of locking a young student with autism spectrum disorder in a small sensory room.

Mr Layzell, 45, was not the frontrunner in the two-candidate preselection. The Nationals hold the seat with a slim margin of 2.6 per cent and if they lose, the government will be in minority.Katerina Ferekos raised concerns that her son Yianni had been locked in a room at the school.

“The evidence gathered confirmed that students were not locked in the sensory room and could exit the room of their own accord,” said a spokesman. Ms Ghafur was last seen leaving her home on Chalcedony Street, Eagle Vale, about 11pm on Tuesday March 30.She was last seen wearing a black jacket with a fur hood, a navy-blue skirt and a silver thumb ring and may be wearing a black hijab. The recent floods had prompted a rethink about options for the planned third bridge crossing for the Hawkesbury River, the region's MP Robyn Preston said.

The report on the third crossing between Richmond and North Richmond was expected to be released at the end of last year, but the final options report is now expected in the coming months, Ms Preston said.
