This is nothing new. Imperial college has a history of bullying outsiders and promoting mostly their PhD students to lectureship positions. There is no fair system in place and bullying is across the board not just at the top level!

What kind of people are in charge of this academic institution? They admitted that they bullied subordinates, obviously being completely aware that they are breaking the law, but they have no decency to resign. What kind of example is that to the students?
