In a statement, the Alliance of Concerned Teachers Philippines challenged the continued use of the numeric grading system, saying this would be unfair for underprivileged students.
“This [pass-or-fail evaluation mechanism] is more in keeping with education’s objective of arming the youth during a crisis and not further alienate them and add unnecessary pressure in their lives,” said ACT Philippines Secretary-General Raymond Basilio.

Lower the bar. Brilliant. An uneducated public is easier to control. They belive whatever the government will say.
If it's just pass or fail, how will universities know how much a student has passed in a given subject? Numerical system shows that. Why not make it like the one in Germany, wherein 1 is the best score, 4 is the passing score, and anything worse, like 5, means failed?
