Going to Oregon's website on this stuff it appears we are meeting 90% of our goals yet our area is stuck on Phase 1 indefinitely. It appears, if meeting 90% of the criteria isn't good enough now and the goal moves, we will forever be under OregonGovBrown's authoritarian regime.
