Should not need to be policed but unfortunately it does and you cannot please everyone equally.
It has me stumped why it needs to be directly on the border. Make it in one side of town or the other. It is just an arbitrary line to limit the spread, it is more effective as less people cross it.
They don't look that unhappy about it.
