The decision to place a ban on mass gatherings was driven by the states, Sky News Political Editor Andrew Clennell says. On Friday, Prime Minister Scott Morrison announced, come Monday, the government would “advise against” mass gatherings of over 500+ people. The ban, however, did not include schools and public transport.

Mr Clennell said the modelling by the University of Melbourne revealed how containment measures would ease pressure on the health care system, presented to COAG, was the lynchpin in the decision. “The Premiers demanded clarity and consistent approach,” he said. “As I understand it on Friday, Chief Medical Officer Brendan Murphy briefed premiers and the prime minister generally on coronavirus but did not recommend at that point a ban on mass gatherings.
